Grid connection process for industrial and commercial distributed photovoltaic projects

For the majority of industrial and commercial owners, installing distributed photovoltaic power stations on the roofs of corporate factories has become a common awareness. Judging from the photovoltaic installation situation in 2018, in the past few years of rapid development of photovoltaics, industrial and commercial owners have gradually changed from a skeptical attitude to acceptance and have begun to install distributed photovoltaic power stations in an all-round way.

The benefits of installing photovoltaics on the roofs of corporate factories are well known. Nowadays, the roofs of corporate factories have become a hot spot for corporate investment. Using idle factory roofs to build photovoltaic projects can not only reduce energy consumption, but also make full use of idle resources, play a role in energy conservation and emission reduction, and can bring huge economic and environmental benefits to the factory. It can be said to kill two birds with one stone!

1.Submit grid connection application and provide required materials

Submit the grid connection application and required materials at the local power supply business hall: the original and copy of the ID card of the person in charge and the original and copy of the ID card of the legal representative (or the original power of attorney); corporate business license, tax registration certificate, organizational structure code certificate, land certificate and other supporting documents for the legality of land use; information required for the design of the power generation project access system; contract energy management projects and public rooftop photovoltaic projects also need to provide building and facility use or rental agreements

2.On-site survey

After accepting the grid connection application, the local power supply company will make an appointment with the applicant for the site survey time. Generally speaking, the survey work will be completed within 2 working days from the date of acceptance of the grid connection application.

3.The power supply company responds to the access plan

The local power supply company will formulate an access system plan for the installation company based on the relevant national, industry and local technical standards and the site conditions of the power station project, and respond to the applicant company in written form within 20 working days (30 working days for multi-point grid connection) from the date of acceptance of the grid connection application. This service is free of charge..

4.User submits access system design documents

For 380 (220) volt multi-point grid connection or 10 kV grid connection projects, enterprise users need to entrust a unit with corresponding design qualifications to carry out the access system engineering design before officially starting the access system engineering construction, and submit the design materials to the local power supply company for review. Finally, the power grid company will issue a grid connection opinion.

5.The power supply company responds to the review opinion

The local power supply company will review the access system design documents of enterprise users based on national, industry, local and enterprise standards, and issue and respond to the review opinion. Carry out follow-up work such as access system engineering construction according to the review opinions. If the review fails, the power supply company will propose modification opinions. If the design needs to be changed, the changed design documents should be submitted for review again, and they can be implemented only after passing. This work should be completed within 5 working days from the date of receipt of the design documents.

6.Enterprise user project construction

According to the reply opinions on the access plan and the design review opinions, the enterprise user independently selects a construction unit with corresponding qualifications to implement the distributed photovoltaic power generation main body project and access system project. The project should meet the relevant national, industry and local construction technology and safety standards.

7. Enterprise users submit grid connection acceptance and commissioning application

After the completion of the photovoltaic power station project, the enterprise user can submit a grid connection acceptance and commissioning application to the local power supply company, and submit the materials required for acceptance and commissioning: project filing documents; a copy of the construction unit’s qualifications; a type certification report or quality inspection certificate for major electrical equipment (including power generation, inverter, switch and other equipment), relay protection device setting records, communication equipment, electric energy metering device installation, commissioning records; acceptance report or record of the grid connection project; a list of project operation personnel and a copy of the professional qualification certificate.

8.Grid connection acceptance and commissioning by the power supply company

The local power supply company arranges staff to conduct grid connection acceptance and commissioning for customers free of charge, and issues a “Grid Connection Acceptance Opinion”. For those who are qualified in grid connection acceptance, they will be directly connected to the grid after commissioning. For those who are unqualified in grid connection acceptance, the local power supply company will propose a rectification plan until the grid connection acceptance is passed.

9.The power supply company installs relevant metering devices

This step is carried out at the same time as the eighth step. Before the official grid connection, the local power supply company completes the installation of relevant metering devices and signs a “Power Generation Contract” with the customer on the principle of equality and voluntariness. Among them, the 10kV grid connection also requires the signing of a “Grid Dispatch Agreement” to stipulate the rights and obligations of the parties involved in power generation and electricity consumption, which will be completed within 5-10 working days from the date of acceptance of the grid connection acceptance and commissioning application.
